Research focused on the development of digital patient models, with attention to, among other things, diversity in patient characteristics, pharmacological simulation, medical imaging, and soft-tissue modeling in real-time environments.

Duration: 24 months

R&D Call -AI-driven Colleagues and Patients
Research focused on systems that enable realistic interaction between humans and digital humans, including speech, facial expressions, body language, touch, job-specific actions, and collaboration in virtual environments.

Duration: 24 months

For the DUTCH Open Call, you can submit an orientation form until 12:00 noon on Monday, July 14, 2025, to receive substantive feedback on the project design from the DUTCH program team. The lead applicant will receive this feedback within 10 days. You are strongly advised to take advantage of this opportunity. If, after receiving all orientation forms, DUTCH reveals that overlapping projects are being developed, DUTCH will inform the relevant partners by July 23rd at the latest so they can consider collaboration. It is not possible to submit an orientation form for the DUTCH R&D Call.

Submit your application, including a project plan, budget, statement of financial difficulties, and, for SMEs, an SME declaration, by the deadline of 4 p.m. on September 8th.
Assessment of the application against requirements by the DUTCH Financial Expertise Point.
Substantive assessment of the application by the independent DUTCH advisory committee.
If the substantive assessment is positive by the DUTCH independent advisory committee, the DUTCH Financial Expertise Center will conduct a financial technical review. Applicants may be contacted with questions about their application.
If the substantive and financial assessment is positive, the applicant will receive a provisional grant, and the application will be submitted to the Ministry of Health, Welfare and Sport for a final award of the financial contribution. The assessment and final award by the Ministry of Health, Welfare and Sport is expected to take 13 weeks.

Yes, that's allowed. You can participate in multiple DUTCH calls. You can also be part of multiple consortia. Submitting the same application twice is not permitted.
For the R&D call, a participant may only participate in one project per topic (Virtual Patient Generator and AI-driven Colleagues and Patients).
For the Open Call, if a participant participates in multiple projects within this open call, this participant can receive a maximum financial contribution of €350,000.
No, participating in current DUTCHcalls does not restrict or guarantee participation in future or follow-up DUTCH calls. All DUTCH calls are open to everyone and are independent of previous rounds.
There are no restrictions for this from DUTCH, but state aid rules must be followed at all times and no subsidy may be applied for twice for the same activity.
R&D call: €1,200,000. Maximum €300,000 per project.
Open call: €3,750,000. Maximum €250,000 per project.
DUTCH uses the tender system. All applications submitted completely and correctly within the tender period and that meet the requirements of the grant scheme are qualitatively assessed by the external, independent advisory committee. The committee assesses whether the project proposals are of sufficient quality and, if there is a risk of exceeding the available budget, creates a ranking, with the highest-quality applications being ranked highest. After the financial and technical assessment by the DUTCH Financial Expertise Center has been completed, the available funds are conditionally distributed in the order of the ranking. A final award follows after the assessment by the Ministry of Health, Welfare and Sport.
All documents submitted to DUTCH will be treated confidentially. However, DUTCH will communicate this as soon as the project receives funding.

Q&A DUTCH Calls-Project plan and submission
This is not preferred, but it is allowed.
The project plan format includes a word limit for each section. Exceeding the word limit may result in a lower score for the "project quality" component.
An intermediary can support the partnership in developing the application. The lead applicant must submit the application themselves, and DUTCH will also contact the lead applicant directly. The costs of an intermediary are not eligible for a subsidy.

Yes, every consortium submitting a project proposal for one of the DUTCH calls must have a lead partner. Communication with DUTCH is handled by the lead partner. The DUTCH financial contribution is disbursed to the individual consortium partners. The lead partner is responsible for accountability during the project and after its completion.
No party is excluded from participating in the DUTCH calls; any party with existing learning resources available and wishing to test them (or have them tested) and/or contribute to the development of new learning resources (Virtual Work Tutor) is welcome to apply, in collaboration with other parties. All public and private parties are eligible to participate in a consortium: technology companies (whether or not already affiliated with the Technology Forum), knowledge institutions, hospitals, and other organizations. However, at least one SME partner and at least one public institution, being a hospital or knowledge institution, must participate. Within a consortium, a partner can never bear more than 70% of the costs.
For the DUTCH calls, international products may be used if they are offered by a Dutch distributor. It is a plus if the product is also available in Dutch. Only Dutch companies are allowed to participate in the consortium, as no funding may be provided to foreign companies from the DUTCH funding.
No, it's not permitted to participate in the DUTCH calls as an individual. The idea is to submit a project plan in collaboration with other parties.
At the time of application, the company may still be in the process of being established. The financial contribution can only be provided if the company has actually been established. This means that the company must be established before DUTCH submits the application to the Ministry of Health, Welfare and Sport.
This will be assessed upon submission using the declaration of undertaking in difficulties (OIM). If it turns out at that time that a party qualifies as an OIM, the application does not meet the conditions and cannot be submitted to the subsidy provider. In that case, please contact the Financial Expertise Center; they can review the situation and help you consider possible solutions.
No, this is not possible in the current call. It is, however, possible for the lead partner (or one of the other consortium partners) to hire this party as a third-party contractor. Please note, however, that they will no longer be considered a partner, which could have consequences for the consortium composition. The hiring partner remains responsible to DUTCH for the required co-financing. Any co-financing that a partner might still be willing and able to contribute can then be reclaimed, outside of the project budget, by the lead partner or project partner via an invoice to the hired party.
Yes, this is possible. The partner's activities and associated in-kind co-financing can be included in the project plan and budget.
Cash contributions can be included in the project plan budget with a co-financing declaration or contributed directly to a partner to support them in securing co-financing for their activities.

R&D project call: maximum financial contribution per project: €300,000. The financial contribution amounts to a maximum of 50% of the total project costs. If organizations participate as partners in a consortium for a project or
affiliated enterprises, mutual deliveries must be recorded at cost price.
Yes, that's possible. However, these contributions must be eligible expenses.
Project-related costs are eligible from the moment DUTCH submits the application to the Ministry of Health, Welfare and Sport for final approval of the financial contribution. This is expected in mid-October 2025. Projects will be informed of this.
Because providing a financial contribution to companies potentially experiencing financial difficulties entails significant risks, it has been determined that companies in difficulty will not receive support. The most important criterion for determining the financial situation of private limited companies (BVs) and public limited companies (NVs) is the amount of equity. This must amount to at least half of the value of the issued share capital. Equity includes the following elements: issued capital; share premium; revaluation reserves; other statutory reserves; statutory reserves; other reserves; and undistributed profits. A subordinated loan may, in exceptional cases, be considered part of equity. If the company is an SME that has existed for less than three years at the time of submitting the application (from the date of registration with the Chamber of Commerce), this requirement does not apply.
The appendix "Financial Difficulties Statement" provides further explanation. If you have any specific questions about this, we recommend contacting the DUTCH Financial Expertise Center before submitting your application.
State aid is any form of financial support provided by public authorities to companies that can distort competition in the internal market. Under the General Block Exemption Regulation (GBER), certain types of aid are permitted without prior approval from the European Commission. Article 25 of the GBER regulates state aid for research and development projects, including industrial research applicable to the DUTCH Calls. Industrial research includes: planned or critical research aimed at acquiring new knowledge and skills for the development of new products, processes, or services, or for significantly improving existing products, processes, or services.
To be eligible, projects must meet conditions such as maximum aid intensities, collaboration requirements and the financial health of the applicant.
The basic aid intensity under Article 25 of the General Administrative Law Act (AGVV) for industrial research is 50% of the eligible costs. This aid can be increased to a maximum intensity of 80% if certain conditions are met. Increases are possible: +10% for medium-sized enterprises, +20% for small enterprises, and +15% for collaborations between companies (involving an SME) or with research institutions that contribute at least 10% of the costs. Within DUTCH, we maintain a maximum aid intensity of 50% on average per project.
De minimis aid may be available. If so, a de minimis aid declaration must be submitted when submitting an application. In this declaration, you indicate whether you have previously received de minimis aid for the past three years. The aid received may not exceed €300,000 in the past three years, including the DUTCH contribution still to be received. In this case, always consult with the DUTCH Financial Expertise Center.
Yes, license fees are eligible for subsidy
All VAT-liable parties must include VAT-exclusive amounts in their budgets. Most businesses are VAT-liable. If you are unsure about your VAT obligations, please check with your tax authorities. Non-VAT-liable parties must include VAT in their budgets.
Mogelijk biedt de-minimissteun ruimte. Wanneer dit het geval is moet er bij het indienen van een aanvraag een verklaring de-minimissteun worden aangeleverd. In deze verklaring geef je voor de afgelopen drie jaar aan of je al eerder de-minimissteun hebt ontvangen. De ontvangen steun mag niet hoger zijn dan € 300.000 in de afgelopen drie jaar inclusief de nog te ontvangen DUTCH bijdrage. Overleg in dit geval altijd met het DUTCH Financieel Expertisepunt.

Projects can declare project costs every six months. To do so, the lead applicant must submit a progress report (VGR) to dutchsubsidies@amsterdamumc.nl .
The project consortia will carry out the project within the agreed-upon terms in the grant award. Within this framework, there are limited possibilities for deviations from the submitted project plan. Budget deviations between 0% and 15% can be decided within the project consortium. All other deviations from the projects, such as major budgetary changes, the loss of a partner, bankruptcy, or acquisitions of partners by other companies, must be submitted to the DUTCH Financial Expertise Center.
The advance payment amounts to a maximum of 50% of the awarded amount. Costs can be declared in the semi-annual report. If the financial contribution to be received on the declared costs exceeds the advance payment, the difference will be paid based on the semi-annual report. During project implementation, no more than 90% of the financial contribution will be paid. The remaining 10% of the contribution will be paid after the project has been approved.
