With a total of nearly €5 million in subsidies, this round offers scope for innovative projects that contribute to future-oriented simulation education and knowledge development in healthcare.
Two callshave been opened : an Open Call and an R&D Call, each with their own focus and conditions.

Open Call -For projects within the five work streams of DUTCH
Parties can submit project proposals in collaboration with each other within the five work streams of DUTCH, focused on industrial research or experimental development.
Maximum DUTCH contribution: €250,000 per project (co-financing minimum 50% per consortium)
Total available budget: €3,750,000
Duration: up to 16 months

R&D Call -Virtual Patient Generator
Research focused on the development of digital patient models, with attention to, among other things, diversity in patient characteristics, pharmacological simulation, medical imaging, and soft-tissue modeling in real-time environments.
Maximum DUTCH contribution: €300,000 per project (co-financing minimum 50% per consortium)
Total available budget: €600,000
Duration: 24 months

R&D Call -AI-driven Colleagues and Patients
Research focused on systems that enable realistic interaction between humans and digital humans, including speech, facial expressions, body language, touch, job-specific actions, and collaboration in virtual environments.

Total available budget: €600,000
Duration: 24 months

Online information webinar on Tuesday, July 1, 2025, at 3:00 PM by DUTCH for applicants with the opportunity to ask questions. A recording will be available afterward.
For the DUTCH Open Call, you can submit an orientation form until 12:00 noon on Monday, July 14, 2025, to receive substantive feedback on the project design from the DUTCH program team. The lead applicant will receive this feedback within 10 days. You are strongly advised to take advantage of this opportunity. If, after receiving all orientation forms, DUTCH reveals that overlapping projects are being developed, DUTCH will inform the relevant partners by July 23rd at the latest so they can consider collaboration. It is not possible to submit an orientation form for the DUTCH R&D Call.
After the July 14 deadline has passed, you will find the summary of feedback on the orientation forms below:
Submit your application, including a project plan, budget, statement of financial difficulties, and, for SMEs, an SME declaration, by the deadline of 4 p.m. on September 8th.
Assessment of the application against requirements by the DUTCH Financial Expertise Point.
Substantive assessment of the application by the independent DUTCH advisory committee.
If the substantive assessment is positive by the DUTCH independent advisory committee, the DUTCH Financial Expertise Center will conduct a financial technical review. Applicants may be contacted with questions about their application.
If the substantive and financial assessment is positive, the applicant will receive a provisional grant, and the application will be submitted to the Ministry of Health, Welfare and Sport for a final award of the financial contribution. The assessment and final award by the Ministry of Health, Welfare and Sport is expected to take 13 weeks.
Upon approval by the Ministry of Health, Welfare and Sport, final allocation of the contribution to applicants by DUTCH.
Projects may begin once DUTCH has submitted the applications to the Ministry of Health, Welfare and Sport for final approval of the financial contribution. This is expected to be mid-October 2025.
There are no restrictions for this from DUTCH, but state aid rules must be followed at all times and no subsidy may be applied for twice for the same activity.
All documents submitted to DUTCH will be treated confidentially. However, DUTCH will communicate this as soon as the project receives funding.

Project-related costs are eligible from the moment DUTCH submits the application to the Ministry of Health, Welfare and Sport for final approval of the financial contribution. This is expected in mid-October 2025. Projects will be informed of this.
State aid is any form of financial support provided by public authorities to companies that can distort competition in the internal market. Under the General Block Exemption Regulation (GBER), certain types of aid are permitted without prior approval from the European Commission. Article 25 of the GBER regulates state aid for research and development projects, including industrial research applicable to the DUTCH Calls. Industrial research includes: planned or critical research aimed at acquiring new knowledge and skills for the development of new products, processes, or services, or for significantly improving existing products, processes, or services.
To be eligible, projects must meet conditions such as maximum aid intensities, collaboration requirements and the financial health of the applicant.
The basic aid intensity under Article 25 of the General Administrative Law Act (AGVV) for industrial research is 50% of the eligible costs. This aid can be increased to a maximum intensity of 80% if certain conditions are met. Increases are possible: +10% for medium-sized enterprises, +20% for small enterprises, and +15% for collaborations between companies (involving an SME) or with research institutions that contribute at least 10% of the costs. Within DUTCH, we maintain a maximum aid intensity of 50% on average per project.
Q&A DUTCH Calls-Budget and State Aid
Projects can declare project costs every six months. To do so, the lead applicant must submit a progress report (VGR) to dutchsubsidies@amsterdamumc.nl .
The project consortia will carry out the project within the agreed-upon terms in the grant award. Within this framework, there are limited possibilities for deviations from the submitted project plan. Budget deviations between 0% and 15% can be decided within the project consortium. All other deviations from the projects, such as major budgetary changes, the loss of a partner, bankruptcy, or acquisitions of partners by other companies, must be submitted to the DUTCH Financial Expertise Center.
The advance payment amounts to a maximum of 50% of the awarded amount. Costs can be declared in the semi-annual report. If the financial contribution to be received on the declared costs exceeds the advance payment, the difference will be paid based on the semi-annual report. During project implementation, no more than 90% of the financial contribution will be paid. The remaining 10% of the contribution will be paid after the project has been approved.
